CRCF to host Lunch and Learn on restructuring nonprofit contracts in NYS

Session to be led by New York Council of Nonprofits CEO

The Cattaraugus County Nonprofit Hub, led by the Cattaraugus Region Community Foundation, the United Way of Cattaraugus and Allegany Counties and the Dr. Lyle F. Renodin Foundation, with support from the Ralph C. Wilson, Jr. Foundation, invites local leaders to a special Lunch and Learn session on Wednesday, December 3, 2025 from 12 to 1:30 p.m. in The Hub at the Laine Place Building, 301 North Union St.

The session will be led by Megan Allen, CEO of the New York Council of Nonprofits (NYCON). The session will explore long-awaited reforms to New York State’s contracting process with nonprofits – an issue that has long challenged organizations across the state.

Allen is also the CEO of Board Strong, Inc., a NYCON affiliate dedicated to helping nonprofits achieve the highest standards in board governance and leadership. She joined NYCON in 2022 and holds a master’s degree in business administration.

NYCON is the largest nonprofit membership organization in New York State, representing more than 3,100 member organizations through three regional office. The organization provides advocacy, education and expert support in legal services, human resources, finance, strategic planning and more.

New York’s nonprofit sector has faced significant hurdles in navigating state contracts, including delayed payments, inconsistent renewals and complex administrative requirements. NYCON, alongside a coalition of statewide partners, has been leading efforts to pass legislation that would:

  • Require automatic advances on state contracts
  • Enforce higher interest rates for late payments
  • Guarantee indirect cost rates of 15% or more
  • Improve transparency and accountability across state agencies

During the session, Allen will provide an overview of these proposed reforms, discuss their current status and how others can help them become law. She will also seek input on other changes that are needed.
